Comprehensive Safety Analysis (CSA 2010) instituted by the Federal Motor Carrier Safety Administration's (FMCSA) will be effective nationwide in late 2010. CSA 2010 utilizes a new Safety Measurement System tool to evaluate the safety performance of driver and carrier with the intent purpose of creating safer roads for everyone.
There are 7 Behavioral Analysis Safety Improvement Categories (BASIC) used to measure the safety of a carrier.

- Fatigued Driving (Hours of Service)
- Driver Fitness
- Controlled Substance/Alcohol
- Vehicle Maintenance
- Cargo â Related Handling
- Crash Indicator
